

The draft of the new Constitution of the Republic of Kazakhstan has been published
The Constitutional Reform Commission has submitted a draft of a new version of the Constitution of the Republic of Kazakhstan. The document was prepared based on the results of a large-scale public discussion: proposals from citizens, parties, NGOs and experts were taken into account - more than 2,000 initiatives in total.
What is fundamentally changing:
- Human rights and freedoms are declared the main priority of the State already in the preamble.
- Sovereignty, independence, unitarity and territorial integrity are proclaimed as unchangeable values.
For the first time, the Constitution enshrines the principles of justice, law and order, as well as respect for nature.Education, science, culture and innovation are identified as the foundation of the country's future, while the focus is shifted to human capital.A norm on the protection of citizens' rights in the digital environment has been introduced.
New institutions and norms:
- Unicameral Parliament - Kurultai (145 deputies, proportional system, term of office — 5 years).
- The national advisory body "Halyk Kenesi" with the right of legislative initiative.
- Institute of the Vice President.
- A separate article is about the profession of a lawyer, strengthening guarantees of citizens' rights and consolidating the "Miranda rule".
- In total, the project covers 77 articles (84% of the current text). A new version of the Constitution is proposed, consisting of 11 sections and 95 articles.

The final decision will be made by the citizens in a national referendum.
